Rework build so Herbal libraries are placed in "addon-modules" directory
...
so they are the same location as if being built under OpenSimulator.
Move library DLLs from "libs" to "bin" so they are in the same place
as under OpenSimulator builds.
Many changes to make things compile.
Update OpenSim libraries
Update libOpenMetaverse libraries
