Add full Agent OS file system to contribution guide

Agents are now more than a prompt — full operating system:
- SOUL.md: identity & personality (required)
- AGENTS.md: operating rules (optional)
- HEARTBEAT.md: wake-up checklist (optional)
- WORKING.md: starting task template (optional)

Added submission tiers: Basic, Standard, Full Agent OS
