Anthony Le Mansec 6a929f5abd Initial import of old webassets files to new git repository. 
- tested on recent builds of apache/php, imagemagick and pecl imagick
   extension.
 - updated README and INSTALL files with current server-sides software
   versions.
 - added image magick jpeg2k DELEGATE notes.
